NHG in 2027: a higher limit and more focus on energy improvements

Planning to buy a home or change your mortgage in 2027? It is worth looking ahead to the new NHG rules. The NHG limit will increase, energy improvements will become a more prominent part of the mortgage discussion, and foundation risk will receive more attention in the assessment.

At Roso Financiële Diensten B.V. (RFD), we look at what these changes mean for your own plans. Below, we explain the main points, with links to our calculator and the relevant forms.

The NHG limit rises to €500,000

The standard NHG limit will rise from €470,000 to €500,000 in 2027. If you also borrow for eligible energy-saving improvements, the total NHG mortgage can reach €530,000, subject to the conditions. Certain energy-efficient new-build homes with an A++++ label can also qualify for the higher limit.

The one-off NHG guarantee fee remains 0.4% of the amount borrowed.

A higher NHG limit does not automatically mean you can borrow that amount. Your income, commitments, property value and the lender’s conditions still determine what is possible. We also discuss which monthly payments fit your circumstances.

Energy improvements become the starting point for labels E, F and G

Buying a ground-level house with NHG and an energy label of E, F or G, rather than an apartment right? From 2027, the starting point is to include €20,000 for energy-saving measures in the mortgage. If the income and property-value rules allow a lower amount, that lower amount applies. This is borrowing for improvements, not a grant or money you can spend freely.

If you have not yet decided on the measures, an Energy-Saving Budget (Energiebespaarbudget, EBB) can be held in a renovation deposit account. You can then decide after the purchase which eligible improvements suit your home. The budget does not require you to achieve a predetermined improvement in the energy label.

You retain a choice. If you do not want to include this borrowing, for example because you will use savings or another source of finance, discuss this with your adviser and record your decision using the designated form.

If you have not started the improvements two years after the mortgage starts, or close the deposit account earlier, the unused amount is used to repay the mortgage. Discuss the timing and deposit conditions in advance.

Foundation risk affects the financing assessment

An attractive home can also bring future repair costs. From 2027, NHG sets out more clearly when foundation investigation is needed and when estimated repair costs must be taken into account in assessing mortgage affordability.

The valuation report is important. A higher risk assessment, such as class D or E, means that investigation and potential repair costs need particular attention. Those costs can affect your financial capacity. A risk rating alone does not establish that repairs are definitely needed: the investigation and the applicable rules determine the next steps.

More options for homes that are already completed

Buying a newly built or converted home under a regular purchase agreement, without a construction agreement? If the home is fully completed and actually ready for occupation at the notarial transfer, the NHG rules for existing homes will apply from 2027.

In that situation, NHG no longer requires a construction warranty certificate. A valuation report is still needed to support the property value. Construction quality, defects and any repair warranties remain important considerations when buying.

Other personal circumstances also matter

There are further changes beyond these main points. From 2027, temporary agency workers can also use an Arbeidsmarktscan to support their assessed income, subject to the conditions. For some applicants with a fixed-term residence permit, the rules clarify that a non-temporary purpose of residence can meet NHG’s requirements. Specific rules may also matter for an existing mortgage or a changing family situation.

We assess which rules apply to you personally. A general website calculation does not fully assess these circumstances.

Calculate an initial mortgage indication yourself

Check the standards year: on the publication date of this article, our calculator uses the 2026 standards, a €470,000 NHG limit and no separate energy-improvement deposit. The result is therefore not a calculation under the new 2027 rules. We will update the tool once the complete 2027 calculation standards are available and have been checked. Always check the year displayed in the calculator itself.

Which rules apply to your application?

For new NHG applications, the date of the binding mortgage offer determines the version. Offers issued on or after 1 January 2027 fall under the NHG Conditions and Standards 2027. The date of your first meeting, application or valuation alone does not determine this. Separate rules can apply to the management of existing NHG mortgages.
