Mortgage lending standards in 2024: key changes

The mortgage lending standards for 2024 have recently been announced, with significant changes ahead. Average borrowing capacity will generally fall, although some groups can expect to be able to borrow more. Here is an overview of the changes.

  1. Tighter mortgage lending standards

As noted above, mortgage lending standards will become slightly stricter in 2024. Higher inflation is now taken into account when determining the proportion of income that can be spent on a mortgage.

At the same time, many people in employment can expect a 5.2% pay rise in 2024. As a result, most income groups will be able to borrow up to approximately €10,000 more next year, with the possibility of a larger increase for those receiving an above-average pay rise.

Borrowing capacity is also expected to rise for people receiving the Dutch state pension (AOW), thanks to pension increases, with indexation of 2.1% expected in 2024.

  1. Additional borrowing capacity for single applicants

Single applicants will most likely be able to borrow more next year, regardless of their income or age. They will have an additional borrowing allowance of €16,000 on top of the maximum mortgage amount.

  1. Energy ratings as a determining factor

A major change is that a property’s energy rating will play a key role in determining the maximum mortgage in 2024. Buyers of energy-efficient homes can add extra amounts to their maximum mortgage, depending on the energy rating. Energy-saving improvements will also be encouraged through additional mortgage borrowing based on the property’s energy rating.

  1. A revised assessment of student loans

From 2024, monthly student loan repayments will become the main factor in determining the maximum mortgage. Additional repayments on a student loan can reduce monthly commitments, potentially allowing a higher mortgage under the new standards.

  1. Access to the National Mortgage Guarantee (NHG)

From 1 January 2024, the National Mortgage Guarantee (NHG) limit will rise to €435,000, with a cost limit of €461,100 where energy-saving improvements are included. The higher NHG limit will make the guarantee accessible to more people, offering financial protection in the event of payment difficulties and possible cancellation of a remaining mortgage shortfall, subject to conditions. Most banks also offer a lower interest rate for mortgages with NHG, and the cost of obtaining an NHG mortgage will remain the same.

The 2024 mortgage lending standards introduce several changes affecting borrowing capacity and conditions, making it essential to keep up to date with these developments.
